Job Title: Access Operations Specialist (Billing & Admin) Department: Operations & Administration Location: Dubai, UAE Reports To: Head of Finance & Operations Employment Type: Full-Time | UAE Residency RequiredPosition Purpose The Access Operations Specialist (Billing & Admin) plays a key role in ensuring smooth backend execution of Eunoia Accessible Transport’s service delivery. This position is responsible for managing billing cycles, trip documentation, scheduling support, and regulatory compliance records for transport services—particularly those supporting People of Determination, healthcare clients, and education partners.This is a detail-oriented, mission-aligned role ideal for professionals who value accuracy, service integrity, and efficient coordination between the field and office.Key Responsibilities Billing & Claims Management Review completed trips and generate accurate invoices for healthcare facilities, schools, and government partnersMonitor billing timelines and ensure timely submission to clients or payment portalsTrack service authorizations, ride logs, and completion reports to ensure they align with invoice totalsFlag discrepancies or missing documentation to the operations or dispatch teams for resolutionSupport payment reconciliation and communicate with clients or finance departments on billing questionsAdministrative & Operational Support Maintain up-to-date passenger profiles, trip approvals, schedules, and authorization formsAssist with entering daily trip data, schedule adjustments, and no-show reports into the internal systemSupport onboarding documentation for new field staff (drivers and care companions) and update compliance logsLiaise with regulatory bodies or partners to submit operational documentation, if requiredAssist Journey Coordinators with overflow scheduling tasks during peak service periodsCompliance & Recordkeeping Organize and archive documents such as attendance sheets, trip verifications, driver credentials, and inspection logsEnsure billing data is aligned with RTA, MOHAP, DHA, or school district reporting standardsTrack the expiration of contracts, licenses, or insurance for proactive renewal coordinationClient and Partner Coordination Respond to administrative inquiries from partner agencies or accounts payable teamsHelp prepare reporting packages or documentation for audits, stakeholder meetings, or contract reviewsServe as a secondary point of contact for service administrators (e.g., school districts, insurance case managers)Qualifications Minimum 3 years of experience in administrative, billing, or operations support—preferably in transportation, healthcare, or education sectorsStrong understanding of UAE business and transport documentation standardsProficiency in Microsoft Excel, cloud-based data systems, and invoice softwareExceptional attention to detail, follow-through, and communication skillsEnglish fluency required; Arabic is an assetExperience with RTA, DHA/MOHAP, or school billing systems preferredDiploma or bachelor’s degree in Business Administration, Accounting, Healthcare Admin, or related fieldPreferred Skills Knowledge of non-emergency medical transport (NEMT) or school transport billing cyclesFamiliarity with UAE Personal Data Protection Law (PDPL) for client data handlingExperience coordinating with CRM, dispatch, or HR platformsComfort handling confidential documents with discretion and precisionPerformance Metrics 100% invoice accuracy and submission within defined timelinesZero client escalations related to billing or documentationTimely upload and storage of all required regulatory documentationCompletion of administrative tasks as scheduled and without backlogCompensation & Benefits Competitive salaryProfessional development opportunities in transport finance and administrationPaid training and access to compliance certificationsHealth and wellness resourcesCareer growth path toward Billing Lead, Operations Analyst, or Contract Compliance CoordinatorApply Today If you’re organized, detail-driven, and ready to support a mission that brings mobility and dignity to thousands, we invite you to apply as an Access Operations Specialist (Billing & Admin) at Eunoia Accessible Transport.Send your CV and relevant documents to: ea.ytilibomaionueobfsctd-8bd00a@sreerac
